Eleventh General Programme of Work, 2006-2015
and Guiding Principles for Strategic Resource Allocations

         The Regional Committee,

         Having examined the current drafts of the executive summary of the Eleventh General Programme of Work and the Guiding Principles for Strategic Resource Allocations1 and noting that these documents will be revised and presented to the Executive Board at its 117th session and amended as necessary before presentation to the Fifty-ninth World Health Assembly for approval;

         Welcoming the development of a general programme of work that proposes a reasoned, strategic perspective on the challenges facing world health, collective action through a global health agenda to meet them, and an assessment of the implications for WHO;

         Appreciating that strategic resource allocation is an integral part of WHO's results-based managerial process and the Eleventh General Programme of Work is the starting point, as it will articulate the strategic direction of WHO from a programmatic perspective;

         Acknowledging the need to obtain an equitable and transparent allocation of resources to the Western Pacific Region that reflects the health needs within the Region, including those of the Pacific island countries and areas,

  1. THANKS the Regional Director for the active consultation process with Member States of the Region during the development of the Eleventh General Programme of Work and determination of its strategic orientation, and the preparation of the Guiding Principles for Strategic Resource Allocations;
  2. URGES Member States, in conjunction with WHO, to make every effort to finalize the Eleventh General Programme of Work, paying particular attention to the identified challenges and gaps and to the proposed global health agenda;
  3. REQUESTS the Regional Director to ensure that the Regional Committee's views and concerns, as noted in the summary record, are fully taken into account in the further development of the Eleventh General Programme of Work and the Guiding Principles for Strategic Resource Allocations2
