The Regional Committee,
Having examined the proposed programme budget for the biennium 1996-1997 to be financed from the regular budget and other sources of funds;*
Noting with pleasure the quality and transparency of the new format of the proposed programme budget 1996-1997 document;
Noting also, with concern, the disruption to the implementation of the approved programme budget resulting from the effects of past underbudgeting;
REQUESTS the Regional Director:
- (1) to ensure that the Regional Committee's views and concerns expressed during the review of the proposed programme budget for 1996-1997 should be fully taken into account in the implementation of the programme budget;
- (2) to ensure also that the biennial programme budgeting is aligned to the strategies and priorities agreed to by the Regional Committee;
- (3) to convey to the Director-General the Regional Committee's wish that the level of cost increase for the proposed programme budget for the financial period 1996-1997 will be realistic so as to enable full implementation in both financial and programme terms;
- (4) to transmit the Regional Committee's proposals to the Director-General for consideration and inclusion in his proposed programme budget for the financial period 1996-1997.
