Regional Programme Budget Policy

         The Regional Committee,

         Recalling resolution WPR/RC36.R12 on the preparation of a regional programme budget policy;

         Having considered Part II of the report of the Sub-Committee on Programmes and Technical Cooperation;*

         Considering the need to formulate programme budgets based on national priority objectives;

         Recognizing the importance of evolving more effective mechanisms for the monitoring and evaluation of programme budget implementation in order to ensure improved accountability and responsibility in the use of WHO's resources, while maintaining appropriate flexibility;

  1. ACCEPTS the proposed programme budget policy as a guideline for ensuring the optimal management of WHO's resources;
  2. CALLS upon Member States to use the regional programme budget policy as the basis for planning, programming, monitoring and evaluating the use of WHO's resources at country level;
  3. REQUESTS the Regional Director:
    (1) to support Member States in applying the regional programme budget policy at country level;
    (2) to ensure that all programme budgeting is undertaken jointly with countries in accordance with such policy.
