Guidelines for Preparing a Regional Programme Budget Policy

         The Regional Committee,

         Noting resolutions EB75.R7 and WHA38.11 requesting the regional committees to prepare regional programme budget policies;

         Recalling resolutions WPR/RC31.12 and WPR/RC32.R5 on the strategies for health for all by the year 2000;

         Recognizing the need for Member States to make optimal use of WHO's limited resources for activities that are consistent both with defined national policies and with the international health policies agreed upon collectively by the Member States in WHO, for the further development of national strategies for health for all;

  1. DECIDES:
    (1) to prepare a regional programme budget policy based on the guidelines contained in document DGO/85.1, with appropriate modifications to reflect regional priorities and other regional considerations;
    (2) to promote through such policy the further development of national strategies for health for all by the year 2000 and the self-sustaining growth of national health programmes that form essential parts of such strategies;
    (3) to facilitate through such policy the preparation of country programme budgets and the rational use of all national and external resources in pursuance of national health development;
    (4) to submit the regional programme budget policy for review by the Executive Board and the World Health Assembly and to prepare the proposed 1988-1989 regional programme budget, as far as possible, and subsequent programme budget proposals in accordance with such policy;
    (5) to monitor and evaluate the implementation of such policy with a view to ensuring that it is properly reflected in the Organization's activities in the Region;
  2. URGES Member States to assume their responsibility in the preparation and implementation of the regional programme budget policy;
  3. REQUESTS the Sub-Committee on Programmes and Technical Cooperation to include in its terms of reference work in connection with the preparation of the regional programme budget policy, to be submitted to the thirty-seventh session of the Regional Committee for its consideration;
  4. REQUESTS the Regional Director:
    (1) to provide full support to the Regional Committee in the preparation, implementation, monitoring and evaluation of such policy;
    (2) to ensure that the proposed 1988-1989 regional programme budget, as far as possible, and subsequent programme budget proposals are prepared jointly with countries in accordance with such policy;
    (3) to arrange for the preparation, as required, of the report to the Executive Board and the World Health Assembly, through the Director-General, on the progress in preparation of the regional programme budget policy in the Western Pacific Region
